Alert emails should be sent for all cases, even if added to a previous case

Proper staff did not receive an alert for something concerning that a student was looking up because it was added to a previous case that was not closed.
The previous alert was sent to elementary staff (who never resolved it) and now the student is in middle school so the proper staff was never alerted.
