When selecting After-school ruleset there is an option under Activation, Status, which states turn ruleset on and off. However the Internet access and Reporting toggles within that ruleset are still in affect. If the Ruleset is not activated then none of the settings on that ruleset should be applied. This is confusing as you would assume it is not active so none of the rules apply, so your Primary Ruleset is in place, that does not appear to be the case. Reporting was off for my after-school ruleset, I didnt' think it applied, however Bob told me there was no reporting so I checked and again assuming ruleset off but reporting is still affected.
