Create a way to make filtering rules that can be applied to multiple groups, duplicated, exported, etc.
Allow complete management of rules from a single rules editor.

I would like to create a new content filter based on a pre-existing content filter policy/group. This would reduce the amount of time having to tweak a new policy.
