Current Behavior
There are two main issues:
1. User Management Search (Settings → Users)
• Searching for a user by exact first + last name returns hundreds of results (400+ pages).
• The correct user may appear several pages deep (e.g., page 3), despite an exact match.
• This makes finding a specific user slow and unintuitive.
2. Global / Quick User Search
• Searching by exact first + last name returns only the top 10 results.
• The correct user may not appear at all, even when the name is typed verbatim.
• The same user can be found immediately by searching via email address.
Expected Behavior
• Searching by exact first and last name should:
• Return the correct user at or near the top of results.
• Behave consistently across both User Management and Global Search.
• Function similarly to email search when an exact match is provided.
Why This Matters
• Name-based search is the most common workflow, especially for admins.
• Many districts use student IDs as email addresses, which admins do not memorize.
• Relying on email-only search is not realistic or scalable for large districts.
• This issue creates significant friction in districts with large user populations.
Customer Impact
• Reported consistently by large districts, including: Hillsborough
• Causes unnecessary time spent paging through results or switching search methods.
Suggested Fix (High-Level)
• Improve search relevance and ranking for exact first + last name matches.
• Ensure name searches return precise results, not broad, paginated lists.
• Align behavior between global search and user management search.
