Allow more custom time scheduling for After School hours. Use Case(s):

-One day of the week might be early release day and need a different schedule than M-F. Currently you can only schedule M-F all the same.

-School wants to use After School Rules to make lunchtime less restrictive. Need to be able to schedule the lunch hour and also the regular after school time range.
