Update backend storage and lookup logic to support overlapping entity identifiers while maintaining backward compatibility and avoiding a large-scale data migration.

Current system assumptions require OneRoster 1.1 spec compliance via unique entity identifiers (but customer sends identical Campus ID & Users ID via Skyward LMS api through Classlink), which limits flexibility and creates conflicts when identifiers overlap across contexts or systems.
