Parent portal - Allow parents option to manage weekly reports.

The "Enable Weekly Report" option in the admin console is a 2D solution for a 3D problem. If enabled, we will be sending big reports weekly to a parent group that may not want to receive weekly emails. Our feature request is to allow the parents to enable this setting in their own portal, so interested parents can enable/disable on their own, instead of a single admin option.

Even though there is an opt out or unsubscribe to emails, sure, but we think it would make more sense if they could configure those settings themselves. We find that, of our current subscribers to the parent portal, most of them ignore the weekly report emails and are desensitized to receiving them.

Client is aware that there is a unsubscribe option but would want the option to sign up to be available to the parent and not auto enrolled.

We would like the ability to customize the Parent Weekly Report emails by including our district logo.
