The district utilizes Active Directory groups to roster users with restrictions or permissions. In previous rules, they relied on merging policies to simply add the user to the AD group to get the extra permissions or restrictions. In Policies 2.0, they would have to create exponentially more policies in order to match all the conditions of their restrictions or allowances. This is a deal breaker, as they had switched to LS to get that merged policy workflow.

The ability to have multi policy in 2.0 with it being most restrictive in order of priority.
e.g. policy to allow auction / social media with user XX & YY allocated then a further policy for users in a broader group which includes XX & YY.
