We need the ability to control the permission levels of the users. We want to be able to say give them access to the dashboard but not the app activity, etc.

Customer has strict policies about what their users in Insight can and cannot interact with. For the district level settings, they do want the users to have most permissions under the Product Settings and Admins role, except for "Modify admin users and roles to control who can access Insight and what they see." The rest of the settings would be fine, but they can't give that role out for the modifying users/roles with the current chunks of those settings. They would rather have each as a separate permission to check and customize.
