It would be useful to have the ability to still use the self service portal to download apps without the need of assigning a device to a user.

We tend to have devices assigned to a classroom for shared use but at times to maintain a stable capacity on a device, we would prefer not to have to force deploy apps. Currently the option of having to assign a user to a device is not ideal knowing the device will never be only used by one or a select few.
