customer is interested in the limit tabs feature but their students use windows devices, not chromeOS

As a teacher, I would like to be able to add a co-teacher to my class without Admin intervention. This could work for a substitute teacher situation. I would also want the ability to be able to remove that teacher from the class. I would want the ability to be able to add any "staff" member at my district, not just members at my school specifically.
